COMMERCIAL DEVELOPMENTS


Aspen Drilling Company, Inc. / "Broken Bow Ranch" Rezoning Application Call Mike Schuster-303-271-8756 Case #06-105325RZ: 9044 and 9054 South Highway 285: 41.2 acre parcel between Mountain High Chapel and Granzella Road and just east of Boulder Gas. Rezone of property from the existing combination of RC-1, A-1 and A-2 zoning to a Planned Development zone that will allow a specific transition of office of up to 40,000 square feet ((20,000 foot print) up to 3,000 square feet of retail, up to 80,000 square feet of limited industrial to include minimal General office; minimal Retail sales; Interior and exterior storage and parking of equipment, trailers, boats, recreational vehicles and other recreational equipment; Storage and warehousing, including self-storage or mini-warehouse facilities; Repair, rental and servicing of commodities and equipment including rental store and yard; Interior and exterior parking and storage of operable motor vehicles; Foundry; Freestanding telecommunications facility; Micro-cell or repeater telecommunications facility; Exterior storage yards, plus open space and three residential lots. Commercial explosives, LP gas facilities, storage of gasoline and keeping of animals not allowed. Rezoning approved by Board of County Commissioners on December 5th, 2006 Platting forthcoming.

27051 Barkley Road at corner of Barkley Road and Highway 73. Request for preliminary plat to create 4 lots from current zoning of RC to proposed zoning of RD. Planning Commission recommended approval on August 24, 2005. Waiting for submittal for Final Plat. Extension required.

Conifer Business Center Official Development Plan Rezoning Application Josh Drexler-271-8767 Case #06-117397RZ: 10698 South U.S. Highway 285 - 8 acres northeast of Pleasant Park Road underpass. Rezoning from Restricted Commercial to Planned Development to permit a mixed-use retail/office park consisting of several buildings. During Platting, land will be dedicated for Main Street and right of way template for trail or sidewalk. The project will be phased with two buildings being planned initially, followed by additional buildings being built as the market demands within the Aspen Park / Conifer Village Center by Williams Development, LLC. Water by well / Sanitation by Conifer Metropolitan District but will need to be trucked until pipeline built. Board of County Commissioners approved on November 13, 2007. County awaiting recording of Official Development Plan. Access issues with CDOT. Next phase will be site development plan.

Conifer Marketplace (Old Safeway Center) Staples, CSK Checker Auto, True Value Hardware and 3 Margaritas Restaurant are open. Owners in process of renovating the buildings, inside and out – to be completed summer, 2008.

Conifer Town Center Final Plat Application 10420 and 10424 U.S. Hwy 285 - at Light Lane and U.S. Hwy 285. Property platted into 14 lots for commercial uses and 2 tracts created for open space. Sonic, Chilis, Starbucks Drive Thru are open. Lucilles Italian Steakhouse / Sushi Hi should open in June, 2008. Others open for business: Heidi's, Baskin Robbins, Fashion Care Dry Cleaners, Buster's Pets, Great Clips, Aveda, Splish Salon, Harmony Nails, Anthony’s Pizza, Conifer Village Liquors, Mountain Home Entertainment, Keller Williams Real Estate, and Black Knight Games. Jeffco Credit Union and Public Services in process of opening. Urgent care medical center is a possibility. Retaining walls have been recertified. There is a possibility of additional reinforcement once snow melts.

Conifer Village Hardware PD Rezone Application Alan Tiefenbach 271-8738 Case #05-166374RZ
10875 US Highway 285 – Rezone of 3.6 acres on the corner of Kitty Drive and Hwy 285 from A-2 to PD to allow commercial uses, including a hardware store. They are restricted to 15,000 square feet of retail and planning to be on well and septic. Approved by Board of County Commissioners on September 19
th, 2006. Site Development Plan forthcoming. This is on hold for now. Other developers looking at purchasing.

Dismuke Official Development Rezoning to a Planned Development –Josh Drexler 271-8767 Case #07-123311RZ: 26527 Conifer Road – 26466 Sutton Road – To rezone Lots 13, 14 and 15 Aspen Park Unit 1, Block 20 for office and retail space use. Community meeting was August 8th, 2007. 1st Referral completed. Water and Traffic issues must be addressed. Extension issued to resubmit plan.

Eagle Cliff Commercial / Residential Development Rezoning to a Planned Development Sean Madden 271-8719. Case #05-176674RZ. 9425 Eagle Cliff Road. They would like to rezone to a Planned Development - 43 acre parcel to 10 acres commercial and 6 residential lots on 33 acres. Property is between Our Lady of the Pines Catholic Church and The Village at Aspen Park / Conifer. Call Mark or Anne Bossman at 303-838-2416 with questions. Small park and trail system to be a part of this. Board of County Commissioners approved on 11/14/06. Preliminary Plats submitted to separate commercial from residential and for 6 residential lots. Pre-application 2/8/08 to create 5 residential lots and 1 commercial superlot.

Elk Creek Childcare and Church Rezoning to a Planned Development Alan Tiefenbach 303-271-8738. Case 07-127981PA. 13224 US Highway 285. Rezoning to Planned Development to allow a childcare facility and church use. Community meeting December 4, 2007. P&Z waiting for first submittal. JJMadwells / Tri-State Office Park Rezone Application Heather Gutherless 271-8716Case #05-166036RZ
26412 Main Street - Lots 1,2,6,7 Block 30 Aspen Park Unit 2 - Rezoning from R-1 to PD to allow for 11,700 square feet of retail and 6,000 square feet of office. Madwells Restaurant to remain. The remaining three lots in Block 30 were rezoned to PD in October 1996. Allowed to use up to 600 gallons of water per day. Approved by BCC February 13, 2007. Site Development Plan forthcoming.

Kelly Alpaca ODP Preliminary Application to Rezone to Planned Development Aaron McLean-271-8727 Case #07-112028PA; #08-100686RZ: 1.7 acres at 10293 Buena Vista Drive – Rezone from MR-3 to a Planned Development to allow for Alpacas. Community Meeting was August 16th, 2007. Concern of adjacent property owners - allowing 20 animals. Portion of property is improperly subdivided – working on correcting. Formal Application received 1/30/08. In second referral. Possible water issues & question regarding how many animals will be allowed.

11801 S. US Hwy 285 Frontage Road. Request to rezone z 1.4 acres from A-2 to Planned Development. The Rustic Mantel Company is a woodworking studio. Existing 4H historical buildings will be renovated keeping their historical nature and a 25’X28’ showroom added with it’s architectural design similar to the historic rustic nature of the 4H buildings. Approved by BCC December 18
th, 2007. Site Development Plan has been submitted.

Shaffers Crossing Development Pre Application Heather Gutherless 271-8716 #07-131545PA
Pre-application filed by Ron Lewis. Listed land uses include 88 one, two, and three to five-acre single-family residential lots, 180 multifamily units, 8 acres as commercial, RV park and open space. Development currently does not meet Conifer 285 land use plan and project is stalled. If project moves forward, community meetings will be required. On a related matter, CDOT is presently working on improving the Shaffers Crossing/ Hwy 285 intersection.

Village at Conifer-Aspen Park Final Plat Mike Schuster -271-8756 Case #03-117662FI
Property platted into 7 lots for commercial uses and one tract for a water treatment facility. Working on 2
nd exfiltration gallery but there are problems with percolation. Aspen Park Metropolitan Water District is requesting Site Application Approval to allow surface discharge to South Turkey Creek instead of into Exfiltration Gallery. Public Meeting to be held Monday, May 5th at 6:30 pm at West Jefferson Elementary School.

RESIDENTIAL DEVELOPMENTS
Bear Claw Estates Planned Development Rezone Application (see below for adjacent property rezoning application) Aaron McLean 271-8727 Case #08-100291RZ Rezone from A-2 to P-D to allow for three single family detached residences on 10 acres. Property situated south of Deer Creek Canyon Road and west of existing hogback Planning Commission Hearing – Wednesday, May 7th, 2008 at 6:15pm, BCC Hearing – May 20th 2008 at 9:00am.

Bear Claw Estates II Planned Development Rezone Application (see above for adjacent property rezoning application) - Aaron McLean 271-8727 Case #08-101032RZ Rezone from A-2 to P-D to allow for a maximum of three single family detached residents on 10 acres. Property situated south of Deer Creek Canyon Road and west of existing hogback. In 2nd referral. Access Issues.

Conifer Corners Planned Development Rezone Application - Case #05-146289RZ
26209 Pleasant Park Road - 22.82 acres off of Pleasant Park Road ½ mile east of Hwy 285. Request to rezone 22.82 acre parcel to allow two apartment structures each containing 25 units plus 40 townhouse units. Planning Commission recommended denial on January 25, 2006.
BCC remanded back to Planning Commission on January 2nd, 2007. In May, 2007. Planning Commission made recommendations of 1) phasing 40 – 65 townhomes (no Apartments) as water allows, 2) right-in/right-out turn lanes, 3) allowance for bus stop. On May 15, 2007 BCC Continued case to May 29th and made a resolution for developers and staff to work on phasing project up to 65 townhomes and main access to Main Street with Pleasant Park being only an emergency access. On June 5th, 2007, BCC Approved up to 75 units if Main Street is constructed and there is access to Main Street. At this time 45 units are allowed with full time access to Pleasant Park Road. If after 3.5 years from June 5th, 2007 approval, Main Street has not been constructed, 20 more units may be built if a traffic study shows level of service D or above on Pleasant Park Road. Preliminary Plat forthcoming.

Conifer Meadows Estates Preliminary – Final Plat Combination Ross Klopf -271-8733 Case #07-101281PF. 10101 County Hwy 73 – 44.7 acres at the southwest corner of Hwy 73 and Shadow Mountain Road. Request to subdivide the 44.7 acres into 4 residential lots each with a minimum of 10 acres. 2nd Referral completed. Trail connection being discussed. Extension approved 11/16/07.

Conifer Ridge LLC Preliminary Application – Alan Tiefenbach 271-8738 Case #07-121838PA or Josh McGibbon 303-670-6944:10250 County Hwy 73 – Rezone and Platt for Condominiums and Assisted Living Units. Total of 100 units. Trail connections and other community uses are being addressed. Applicant completed pre-application process; P&Z gave applicant response letter; County doesn’t support project and expects new information to be submitted.

Green Valley Ranch Unit 9 Preliminary / Final Plat Combination – Steve Krawczyk 271-8736 Case #08-104203PF : 11784 U.S. Highway 285 –To subdivide 22.95 acres of A-2 into 2 single-family detached residential lots. Comments due April 30th, 2008.

Hilbert Preliminary / Final Plat Combination – Jesse Hein 271-8762 Case #08-103523PF
9266 South Deer Creek Canyon Road – To Subdivide 15 acres into two buildable lots. Comments due April 16th, 2008.

Homestead Addition Filing 2 Preliminary – Final Plat Combination Application: Sean Madden-271-8719 #06-103438PF: 8661-8691 Creek Trail, Homestead Subdivision – Request to plat the property into 9 lots for single family homes. Five of the homes already exist. Access issues being addressed. Call Doug Reed, applicant representative, at 303-282-9622. 2nd referral in process. Still under negotiations about paving. No action taken recently.

OTHER DEVELOPMENTS
Compassionate Dharma Cloud Monastery Special Use Application: Alan Tiefenbach-271-8738 Case #07-107157SU 8485 South US Highway 285 near Mile High Chapel. Request for special use to allow for a religious meditation center. 30 – 40 practitioners will gather every Sunday from 11:00AM to 4:00PM to study and practice meditation. They will also gather to celebrate holidays such as Independence Day, Buddha’s Birthday, Mother’s Day, New Years, and Christmas. Fire District issues (cistern) have been resolved. Current well permit issues and transfer being addressed by applicant. Permitting changes are handled by State Water Engineer. . Inadequate water for outdoor use. 3rd Referral in process.
